NYC Hurricane Sandy After-Action Report
Report and RecommendationsThis after-action report (AAR) provides a summary of recommended improvements to New York City’s operations based on operations before, during and after Hurricane Sandy. The report notes that it is not an exhaustive list of all lessons learned in Hurricane Sandy; rather, it is intended to provide “a roadmap of the strategic steps the City will take to improve its ability to protect life and property in the face of the increasing risk of severe weather.”
The report provides 59 recommendations, briefly grouped into seven themes:
- Improved evacuation
- Improved accessibility of all coastal storm-related information and services
- Better integration of the City’s data across platforms and agencies
- Additional capacity to respond to large-scale building inundation and loss of power
- Better coordination of relief to affected areas and to vulnerable or homebound populations
- The development of a mid- to long-term housing plan for New Yorkers displaced by damage from coastal storms
- Partnership with the federal and state authorities that regulate and enforce standards for private companies and utilities that provide essential services to New York City residents
