Logistics Section - The Incident Command System section responsible for providing facilities, services, and material support for the incident.

Logistics Section Chief - A member of the general staff who provides resources and needed services to support the achievement of the incident objectives.

Major Disaster Declaration - Provides a wide range of federal assistance programs for individuals and public infrastructure, including funds for both emergency and permanent work. The President can declare a major disaster declaration for any natural event, including any hurricane, tornado, storm, high water, wind-driven water, tidal wave, tsunami, earthquake, volcanic eruption, landslide, mudslide, snowstorm, or drought, or, regardless of cause, fire, flood, or explosion, that the President believes has caused damage of such severity that it is beyond the combined capabilities of state and local governments to respond.

Management by Objectives - A management approach for achieving the incident goal, which includes a five-step process: establishing overarching incident objectives; developing strategies based on overarching incident objectives; developing and issuing assignments, plans, procedures and protocols; establishing specific, measurable tactics or tasks for various incident-management functional activities and directing efforts to attain them, in support of defined strategies; and documenting results to measure performance and facilitate corrective action.

Manager - According to FEMA, “An Individual within an Incident Command System organizational unit who is assigned specific managerial responsibilities.”

Mass Care - Actions taken to protect evacuees and other disaster victims from the effects of the disaster, such as providing temporary shelter, food, medical care, clothing and other essential needs.

Memorandum of Understanding (MOU) - An agreement between two or more agencies that is not legally binding. MOUs can be used for various purposes throughout the disaster process, such as outlining the parameters for which surrounding jurisdictions can provide or receive assistance during a disaster.

Minimum Program Standards - for the New York City Build it Back (BiB) Housing Rehabilitation Program outline the eligible scope for homes rehabilitated under the program. According to the program, these standards “[are] designed to assist in achieving consistency throughout rehabilitation activities funded with CDBG Disaster Recovery Funds; to ensure that all applicants receive an equal assessment, and that inspectors apply a uniform method during each inspection.” For more information, see the full text of the BiB Minimum Program Standards.

Mitigation - Capabilities necessary to reduce loss of life and property by lessening the impact of disasters.

Mobilization - According to FEMA, “The process and procedures used by all organizations -- Federal, State, tribal and local -- for activating, assembling and transporting all resources that have been requested to respond to or support an incident.”
