Critical Infrastructure - Physical or virtual assets, systems and networks -- such as transportation, power restoration, potable water, waste water treatment facilities and equipment and telecommunications -- that can have debilitating impacts on national security, economic security, public health and/or safety when damaged or destroyed in a natural disaster.
Davis Bacon Act - The Davis Bacon Act requires contractors and subcontractors performing construction, alteration, or repair work under federally funded contracts over $2,000 to pay workers no less than the locally prevailing wage and fringe benefits. This includes disaster recovery projects performed under HUD's Community Development Block Grant Disaster Recovery (CDBG-DR) program.
Debris Management Site (DMS) - According to FEMA, a location for applicants to temporarily store, reduce, segregate, and/or process debris before it is hauled to its final disposition.
Delegation of Authority - According to FEMA, “A statement provided to the incident commander by the agency executive delegating authority and assigning responsibility. The delegation of authority can include objectives, priorities, expectations, constraints and other considerations or guidelines. Many agencies require written delegation of authority to be given to the incident commander prior to assuming command on larger incidents, also known as a Letter of Expectation (LOE).
Demobilization - The orderly, safe and efficient return of an incident resource to its original location and status.
Department Operations Center (DOC) - An Emergency Operations Center (EOC) specific to a single department or agency, focused on internal agency incident management and response. DOCs are often physically represented in a combined agency EOC by a department agent(s).
Deputy - According to FEMA, “A fully qualified individual who, in the absence of a superior, can be delegated the authority to manage a functional operation or to perform a specific task. In some cases a deputy can act as relief for a superior, and therefore must be fully qualified in the position. Deputies generally can be assigned to the incident commander, general staff and branch directors.”
Design Flood Elevation (DFE) - In new or substantially renovated buildings, the minimum height at which residential units may be constructed and utilities like the boiler, water heater and electrical equipment maybe be located. It also sets the height for dry or wet flood-proofing measures for buildings generally.

Direction, Control, and Coordination - A component of the basic plan that outlines the coordination efforts between schools and local fire, law enforcement, and emergency managers. This section includes information on how the school emergency operations plan (EOP) fits into the school district and community EOPs.
