Emergency - According to FEMA, “Any incident, whether natural or manmade, that requires responsive action to protect life or property. Under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, an emergency means any occasion or instance for which, in the determination of the President, Federal assistance is needed to supplement State and local efforts and capabilities to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe in any part of the United States.”

Emergency Declaration - The Robert T. Stafford Disaster Relief and Emergency Assistance Act, an Emergency Declaration can be declared for any occasion or instance when the president determines federal assistance is needed. Emergency Declarations supplement State and local efforts in providing emergency services, such as the protection of lives, property, public health, and safety, or to lessen or avert the threat of a catastrophe in any part of the United States. The total amount of assistance provided for a single emergency may not exceed $5 million. If this amount is exceeded, the president shall report to Congress.

Emergency Management Assistance Compact (EMAC) - A congressionally ratified inter-state mutual aid agreement that allows states to request and receive assistance from other member states during a governor-declared state of emergency. All 50 states, the District of Columbia, Puerto Rico, Guam and the U.S. Virgin Islands are members of EMAC.

Emergency Management/Response Personnel - According to FEMA, “Federal, state, territorial, tribal, substate regional and local governments, NGOs, private sector-organizations, critical infrastructure owners and operators, and all other organizations and individuals who assume an emergency management role. (Also known as emergency responder.)”

Emergency Medical Services (EMS) - Personnel, facilities and equipment immediately required to ensure proper medical care and specialized treatment for patients from the time of injury to the time of final disposition.

Emergency Operations Center (EOC) - According to FEMA, “The physical location at which the coordination of information and resources to support incident management (on-scene operations) activities normally takes place. An EOC may be a temporary facility or may be located in a more central or permanently established facility. EOCs may be organized by major functional disciplines (e.g., fire, law enforcement, medical services), by jurisdiction (e.g., Federal, State, regional, tribal, city, county), or by some combination thereof.”

Emergency Operations Plan (EOP) - An ongoing plan for responding to a wide variety of potential hazards.

Emergency Public Information - Information that is disseminated primarily in anticipation of or during an emergency. It provides situational information and and can also provide directive actions required to be taken by the general public.

Emergency Responder and Health Monitoring Surveillance (ERHMS) - A health monitoring and surveillance framework that includes recommendations and tools specific to protect emergency responders during the pre-deployment, deployment and post-deployment phases of a disaster.
