This evidence-based guide, developed by the Association of State and Territorial Health Officials (ASTHO), shares stories, tools and projects issued by state and local agencies and organizations to determine the extent of preparing and planning for at-risk populations, as well as assisting these communities in emergencies. As part of this project, ASTHO performed an extensive review of relevant publications and plans, convened subject matter expert-led work groups and held stakeholder engagement meeting to provide key input.

While the focus of this project is pandemic influenza, stories, tools, and projects for all types of emergencies were reviewed in order to identify potentially applicable plans and procedures for pandemic influenza.
