Duplication of benefits can be one of the most difficult CDBG-DR compliance requirements for both program administrators and homeowner applicants to grasp. A duplication of benefits occurs when any person, business, or entity uses federal funds to cover losses for which they  have already received assistance from another source.

This applies to both grantees and to individuals, and must be monitored closely throughout the entire program — from estimating your unmet needs, to determining the eligibility of each homeowner applicant.
