The U.S. Department of Housing and Urban Development’s (HUD’s) comprehensive “Disaster Recovery Guide for Homelessness” offers a framework for collaboration between local governments and services providers to ensure the needs of the entire community are met. The toolkit provides guides for all three phases of the natural disaster timeline, including a Local Planning Guide, Response Guide and Recovery Guide. Each guide provides strategies, best practices and useful tools and checklists that can help localities ensure they develop successful — and compliant — homelessness disaster recovery plans.

The guide is intended to assist local governments, Continuums of Care (CoC), and other community stakeholders involved in disaster planning, response and long-term recovery efforts.
