This after-action report provides an overview of Hurricane Sandy, its impacts and response, as well as recommendations for improvement. Primary areas of improvement as recommended by the report include:

  1. Ensuring unity of effort across the Federal response
  2. Being survivor-centric
  3. Fostering unity of effort across the whole community
  4. Developing an agile, professional emergency management workforce

Unity of effort across the whole community has been an area of focus for FEMA over the past several years. The after-action report (AAR) notes needed improvements in coordinating with states and local governments, and describes how Sandy’s impacts on densely-populated localities presented challenges for FEMA. FEMA has since emphasized the potential for local officials to be included in its Unified Coordination Groups (UCGs).
