Tips: Understanding CDBG-DR Public Laws, Regulations and Notices
Each CDBG-DR appropriation is authorized through a Public Law (PL) and the associated Federal Register (FR) Notice. Together, these detail the rules and regulations that govern the use of funds as well as any waivers to the CDBG rules. The following tips provide guidance to help grantees ensure they have a thorough understanding of how these rules and regulations will apply to their own CDBG-DR programs.
Look at previous Federal Register Notices to see the waivers that have been granted in the past.
- This can inform if you want to request additional waivers, such as reducing the low- and moderate-income overall benefit requirement, for your programs.
- Waivers become effective five days after they are published in the Federal Register (FR).

Create a short written summary to brief public officials and staff. It’s important that all local leaders have working knowledge of the grant allocation process to disseminate information to the citizens and answer their questions.
