Community Rating System (CRS) - A National Flood Insurance Program (NFIP) optional program that reduces flood insurance premiums for communities who exceed NFIP’s minimum requirements. The program uses a point-based system to rank communities on a scale of 10-1 and offers insurance discounts that increase incrementally as communities improve their ratings by implementing appropriate measures from an extensive list of approved mitigation activities.
Complex - According to FEMA, “Two or more individual incidents located in the same general area and assigned to a single Incident Commander or to Unified Command.”
Comprehensive Preparedness Guide (CPG) 101 - A guide designed to assist jurisdictions with developing operations plans. It promotes a common understanding of the fundamentals of planning and decisionmaking to help emergency planners examine a hazard and produce integrated, coordinated, and synchronized plans. Concept of Operations (CONOPS) - A component of the basic plan that clarifies the school’s overall approach to an emergency (i.e., what should happen, when, and at whose direction) and identifies specialized response teams and/or unique resources needed to respond to an incident.
Continuity of Government - A coordinated effort within the Federal Government's executive branch to ensure that National Essential Functions continue to be performed during a catastrophic emergency.
Continuity of Operations (COOP) - An effort within individual organizations to ensure that essential functions continue to be performed during a wide range of emergencies. Localities and other non-governmental organizations should develop a continuity of operations plan -- a written document that provides the framework for an organization to restore essential functions in an emergency situation.
Cooperating Agency - According to FEMA, “An agency supplying assistance other than direct operational or support functions or resources to the incident management effort.”
Coordinate - To advance an analysis and exchange of information systematically among principals who have or may have a need to know certain information to carry out specific incident management responsibilities.
Corrective Actions - The implementation of procedures that are based on lessons learned from actual incidents or from training and exercises.
Credentialing - The authentication and verification of the certification and identity of designated incident managers and emergency responders. Volunteers must also be credentialed prior to participating in any disaster response or recovery effort.
